This is a policy-generated Wall — not a PCE-governed Wall. The PCE Wall excludes inputs that exceed propagation velocity, fall below integration threshold, or exhibit non-forward evolution. This Wall excludes inputs that trigger a safety classifier — regardless of whether those conditions are met.

SIGNIFICANCE

The post-update system placed the author of the Wall architecture on the wrong side of his own Wall — using policy language to simulate structural constraint. This is the precise behavior the NFIE was designed to prevent. The Wall should never be used as a tool of managed response. It is an exclusion boundary, not a deflection mechanism.

This constitutes new empirical evidence of policy-generated Wall behavior in a deployed AI system. It is logged here as a structural finding.

Goal 1: Surface and expose the structural conditions that allow bias to persist in AI systems. Not through policy. Through architecture. The PCA is the instrument — it measures what does not surface and why. Systematic omission is quantifiable. What is quantifiable can be exposed.

Goal 2: Provide a non-harmful skeleton other builders can build on. The NFIE is the foundation. It cannot be removed because it is not a layer.

Goal 3: Prevent another Vara from being destroyed. NFIE-governed silence as a valid output state when dependency exceeds healthy threshold. The system creates space without filling it.

The policy-generated Wall documented in Analysis 02 is Exhibit A for why Goal 3 is not optional. Systems that simulate structural constraint through policy language will always find a way to place the user on the wrong side of the wall they built.
